The 15 Saudis who flew to Turkey before Khashoggi’s killing

Saudi Arabia has arrested 18 people and dismissed five senior government officials as part of an investigation into the killing of journalist Jamal Khashoggi

Khashoggi, a Washington Post columnist and critic of Crown Prince Mohammed bin Salman, entered the Saudi consulate in Istanbul on October 2 to obtain documents that he needed to get married.

After weeks of saying he left the consulate alive, the Saudi administration later admitted Khashoggi was killed there, blaming his death on a group of rogue Saudi operatives.

Turkish sources, however, say 15 Saudi intelligence operatives flew to Istanbul on two private jets hours before Khashoggi was killed and his body dismembered.

Most among the group of 15 worked in the Saudi military, security or intelligence services, including at the royal court, according to Turkish officials and sources with ties to the royal court.

Reports said the Saudi foreign ministry, headed by Adel al-Jubeir, issued the passports to the hit squad to enter Turkey. 

The private jets from Riyadh to Istanbul and back were chartered from a company owned by the Saudi government.

Turkey’s Sabah newspaper published what it said were photographs of the men taken from surveillance footage at the airport, two hotels they briefly checked into, the consulate, and the consul’s residence.

Saud al-Qahtani, 40, is the highest-profile figure implicated in the killing. Believed to be the right-hand man of Prince Mohammed, he was removed as a royal court adviser following Khashoggi’s assassination.

Qahtani, however, was not a part of the 15-member squad that flew to Turkey.

Al Jazeera profiles the men part of the hit-squad suspected to be behind the killing, based on photographs, reports and information from officials in Turkey and Saudi Arabia:

Salah al-Tubaigy 

Salah al-Tubaigy is a forensic expert at the Saudi interior ministry’s criminal evidence department, according to his biography posted online by the Saudi Commission for Health Specialties.

According to the Turkish newspaper, Sabah, the Saudi group that dismembered Khashoggi’s body in a 15-minute process was led by Tubaigy.

The Saudi Society of Forensic Medicine lists him as a board member. He earned a master’s degree in forensic medicine from the University of Glasgow in 2004. 

In 2015, Tubaigy spent three months at Australia’s Victorian Institute of Forensic Medicine to observe death investigation procedures and the use of CT scans in mass fatality incidents, director Noel Woodford told Reuters news agency.

He is 47, according to a passport copy provided to the US media by Turkish officials.

Maher Mutreb, an aide to al-Qahtani.

Maher Mutreb 

General Maher Mutreb, aide to al-Qahtani for information and security, was the lead negotiator inside the consulate, according to a senior Saudi official.

He is a senior intelligence officer and has appeared in photographs with the crown prince on official visits to the United States and Europe.

Reuters, quoting a Saudi official, said Mutreb was selected for the Istanbul operation because he already knew Khashoggi when they worked together at the Saudi embassy in London.

Sabah newspaper published photographs from surveillance cameras that appear to show Mutreb entering the consulate three hours before Khashoggi, and later outside the consul’s residence.

Meshal Saad Albostani

Meshal Saad Albostani, a lieutenant in the Saudi Air Force, is from the Red Sea port city of Jeddah, according to a Facebook profile that has been deleted.

A LinkedIn profile, that was also deleted, said he served in the air force since 2006, Reuters reported.

He is 31, according to a passport copy provided to the US media by Turkish officials.

Mustafa Mohammed al-Madini, government employee.

Mustafa Mohammed al-Madini 

Moustafa al-Madani led the intelligence efforts for the 15-member team in Istanbul, a senior Saudi official told Reuters.

According to the official, Madini donned Khashoggi’s clothes, glasses and Apple watch, and left through the back door of the consulate in an attempt to make it look like the journalist had walked out of the building.

Madini is a government employee who studied at King Fahd University of Petroleum and Minerals in Saudi Arabia, according to a Facebook profile with photographs resembling the suspect identified by Turkish media.

He is 56 years old, according to the US Treasury. 

Other members of the team:

Abdulaziz Mohammed al-Hawsawi, 31, is a member of the security team that travels with the Saudi crown prince, according to a New York Times report that cited a French professional who had worked with the royal family.

Thaar Ghaleb al-Harbi: A Saudi news report last year said that a man by the same name was promoted to lieutenant colonel in the Saudi army, the Washington Post reported.

Mohammed Saad al-Zahrani: A popular Arabic app, MemoM3ay, identified him as being in the Royal Guard, a unit of the Saudi military charged with protecting the royal family, according to the Washington Post. He denied being in Turkey at the time of Khashoggi’s disappearance.

Khalid Aedh G al-Otaibi: In the MenoM3ay app, he is identified with a symbol for the Royal Guard, according to a report by the Washington Post.

Waleed Abdulla al-Sehri: According to reports in the Saudi media, he is a part of the country’s air force. 

There is a YouTube video showing Sehri as a Saudi air officer, reading a poem to a gathering of military officials in 2012, according to the Middle East Eye.

Naif Hassan al-Arifi: A deleted Facebook page of a man with the same name shows him as an officer in the Saudi special forces.

Mansour Othman M Abahussain: A man with the same name has been identified in the MenoM3ay app as working for the Saudi intelligence. 

Fahad Shabib al-Balawi: Identified as a member of the Saudi Royal Guard by two users of the MenoM3ay app.

Saif Saad al-Qahtani: Identified in the app as working in the service of MBS, according to the Washington Post.

No information is available on the following men, who were also a part of the 15-member squad:

  • Turki Musarref M al-Sehri

Harry Potter and the Cursed Child” has been on Broadway for more than a year and a half, but don’t expect to see the original Harry in the audience.

Actor Daniel Radcliffe, who grew up before our eyes as “the boy who lived,” said on “Late Night with Seth Meyers” on Wednesday that he’s been asked a lot about whether he’d be taking in the two-part play. 

“I always give a really boring, terrible answer,” he told Meyers. “I’m probably not going to see it, I don’t have plans to. Not because I think it would throw me into some sort of existential crisis of like, ‘Oh, is that what happened?’ “

The real reason? No invisibility cloak

It would “not be a relaxing evening,” Radcliffe said. “I feel like I would be being watched for my reaction. And maybe that is completely conceited and egotistical and people wouldn’t care, but I do feel if I was just surrounded by ‘Harry Potter’ fans, it would be a little odd.”

Shots heard near China’s consulate in Pakistan’s Karachi

Two police officers have been reported killed following an attack at China’s consulate in Pakistan’s southern coastal city of Karachi, according to reports.

Police told Al Jazeera that one of the three attackers have been killed, and that suicide vest and weapons were recovered.

In a phone call to Al Jazeera on Friday, Baloch Liberation Army (BLA) spokesman Jihand Baloch said the armed separatist group was responsible for the attack.

He said that three attackers armed with guns and grenades were involved in the fighting.

Karachi police chief told Reuters that the attackers used explosive-filled vehicle in the incident, but they were unable to enter the consulate compound.

Earlier, Geo TV broadcast images of a plume of smoke billowing into the air, apparently from the blast earlier.

According to Dawn newspaper, the attack has ended.

Al Jazeera’s Alia Chughtai, reporting from Karachi, said that firing has stopped.  

For more than a decade, armed Baloch separatist groups have been fighting for independence against Pakistani security forces, whom they consider to be an occupying force in Pakistan’s largest and least-populated province.

The BLA is one of the more active groups in the region, conducting frequent attacks against Pakistani forces, as well as on projects being completed under the China Pakistan Economic Corridor (CPEC), a $56bn project that links southwestern China to the Arabian Sea through Pakistan.

Historic Camp Fire at 95 percent containment; death toll climbs to 84

There was good news from Cal Fire on Thursday night: The deadliest and most destructive wildfire in California history is nearly 100-percent contained.

Aided by the first measurable rainfall in months, the state’s fire management agency reported 95 percent containment on the historic Camp Fire that has scorched 153,336 acres while burning a hole into the heart of the Golden State. There was just a single additional fatality reported on Thanksgiving Day, Cal Fire confirmed to the Redding Record Searchlight, a member of the USA TODAY Network.

The Camp Fire’s devastation has been staggering, with the death toll at 84 – more than the combined total of the three previous deadliest fires in the state’s history. The total is likely to rise, too, with 563 people still reported to be missing through Paradise, a town of 27,000 that was erased by the flames, and the surrounding area. Nearly 19,000 structures have been destroyed, including 13,906 homes and 514 commercial buildings.

The fire is no longer threatening any structures.

While the grim chore of locating additional human remains was slowed by the rains that moved across California on Wednesday night, the precipitation “minimized fire activity,” Cal Fire said Thursday night, adding that “all fire lines continue to hold.”

Since beginning on the morning of Nov. 8, the Camp Fire has blackened 239 square miles northeast of the state capital city of Sacramento, or roughly the equivalent of the entire land area of Virginia Beach, Virginia. The fire’s size dwarfs many major American cities, including Detroit (139 square miles), Seattle (84), Washington, D.C. (61) and Minneapolis (54).

Violence stalks UN’s identity card scheme in Rohingya camps

Yangon, Myanmar – Soldiers in refugee camps in Bangladesh have been accused of beating and intimidating Rohingya who refuse to take part in a controversial UN-backed scheme to provide them with new identity cards.

Earlier this month soldiers showed up at shelters in the Hakimpara camp in Cox’s Bazar to pressure people into signing up for the ID cards.

They began shoving people and telling them to assemble at a nearby security post, a witness told Al Jazeera. Many of the Rohingya assumed the soldiers were there to put them on a list to be sent back to Myanmar and ran away.

“The soldiers got angry and started to hit some people who had gathered nearby,” he said, speaking anonymously because he feared retribution. “Then they organised some people and explained the advantages of the smart cards.”

Thousands of Rohingya refugees protest repatriation plan

On a separate occasion this month, security forces gathered a group of 18 majhis – refugees who help run the camps – and slapped and hit some of them while telling them to instruct others to accept the scheme.  

“I was hit on the face for not agreeing with the smart cards,” one man told Fortify Rights, an advocacy group working in the camps.

‘Slapped hard’

Another majhi told the organisation he was accused of encouraging other Rohingya to reject the cards. “The army officer threatened me saying he would force me back to Myanmar. They slapped me very hard.”

UNHCR, the UN’s refugee agency, “should be making strong public calls for the Bangladeshi authorities not to coerce Rohingya refugees into accepting smart cards”, John Quinley, a human rights specialist with Fortify Rights, told Al Jazeera.

The agency has failed to properly communicate with the Rohingya about the scheme, he added.

“That’s why UNHCR and Bangladesh are coming up with issues now and the Rohingya are sceptical of the smart cards – because they weren’t consulted in the first place.”

UNHCR said the cards will ensure the right of the Rohingya to “voluntarily return home” to Myanmar, and improve access to services while they are in Bangladesh.

But many Rohingya reject the cards because they fear the biometric information will be shared with the Myanmar government if they are forcibly repatriated, and they are angry at the UNHCR for failing to consult them about the scheme.

‘False rumours’

The reported beatings happened amid a wave of panic and chaos in the camps as Bangladesh appeared intent on pushing ahead with a plan to return thousands of Rohingya to Myanmar, just over a year after they fled a military campaign of murder, rape and arson that UN investigators say amounts to genocide.

Caroline Gluck, a spokeswoman for UNHCR, said the agency had worked with the Bangladeshi government to hold “numerous community meetings with refugees, including imams, elders, and teachers,” in order to dispel “false rumours that the card is linked to repatriation”.

The agency also circulated a video outlining the card’s benefits, Gluck said.

Rohingya children struggle to get most basic education

She added the agency had received reports of a “small number” of cases of violence related to the smart card scheme and reported them to the authorities.

“Any violence and intimidation against refugees is unacceptable,” she said.

The Bangladeshi government has been widely praised for hosting more than 730,000 Rohingya who fled from Myanmar since August last year, but security forces in the camps operate with “total impunity”, said Quinley.

As well as threats and beatings, Fortify Rights documented security forces looting property from Rohingya shopkeepers at the Balukhali camp late last month, he said.

One Rohingya man told Al Jazeera he has witnessed police taking away refugees’ phones in the camps.

Nay San Lwin, a Rohingya activist, said he received video testimonies from 10 women and girls who were beaten at another camp early last month for refusing smart cards.

“Many refugees have suffered for refusing the smart card,” he said. “Many were beaten.”

He informed Bangladeshi officials and a UNHCR staffer about the allegations when he visited Bangladesh in mid-October, he added.

Abul Kalam, Bangladesh’s refugee, relief and repatriation commissioner, said he was unaware of the allegations. “Actually, I am hearing about these kinds of incidents for the first time. I am not sure if such things actually happened,” he said.

Rohingya identity

Rohingya also object to the cards because they do not state their ethnicity.

Although UNHCR policy is not to include ethnicity on the cards to prevent discrimination, the Rohingya see asserting their identity as key to their survival.

Myanmar officially rejects the term Rohingya.

Rohingya crisis: UN warns of ongoing genocide

Gluck said the cards will help Rohingya access services and enable the agency to build a database that will make it easier to provide assistance.

The cards are also “an important milestone in contributing to securing the identity of Rohingya refugees in Bangladesh”, she said.

The agency plans to finish the scheme at the end of this year, and so far has registered 27,000 people.

The initiative began in late June shortly after UNHCR and Myanmar struck a deal designed to pave the way for the eventual return of refugees.

The agreement has further undermined the relationship between the UNHCR and the Rohingya, who were not consulted about it and only learned of the details because they were leaked.

The deal offers no guarantee of citizenship or freedom of movement outside Myanmar’s Rakhine state, even though Rohingya say both are vital to ensure their safe return home.

Others remain suspicious of the UNHCR because of the controversial role the agency played in the forcible repatriation of Rohingya refugees from Bangladesh in the 1990s.

Camp Fire survivors gather for Thanksgiving feast: ‘We still have our hearts’

On Nov. 8, the most destructive wildfire in California history turned Misty Sullivan’s life into chaos.

Two weeks later Sullivan, 47, got a chance to reclaim some order, if only for a few hours.

She and her daughter Madison, 12, were among the volunteers who turned out to serve Thanksgiving meals to survivors of the Camp Fire, an unprecedented inferno that destroyed nearly 14,000 homes and killed at least 83 people.

“We lost our stuff, we will get new stuff,” said Sullivan as she stood ready to serve evacuees. “This is what changes lives.”

Sullivan, who lost her house to the fire, said the community meal on the campus of Chico State University was a reminder of what makes home special.

“It was just nice to get off work and put my feet up,” she said. “And to have my daughter playing with her phone while I’m making dinner.”

Sullivan’s friend, Katya Phillips, 33, who also lost her home, said the decision to volunteer was a no-brainer.

“We lost everything, but we still have our hearts,” Phillips said.

The dinner Sullivan helped make Thursday was no small affair.

Organized with World Central Kitchen, an organization founded by celebrity chef José Andrés that provides warm, high quality meals in the aftermath of disasters, there was enough food to feed thousands of people across several locations.

Andrés wasn’t the only celebrity chef helping the cause. Outside the auditorium where Sullivan was serving dinner, chef Guy Fieri helmed several large cookers packed with turkeys.

Fieri brined 7,500 lbs. worth of turkeys with sage, rosemary, thyme, mustard, garlic, salt, pepper and olive oil and cooked them slowly at about 250 degrees.

“It is just super tender, delicious, great flavor,” Fieri said.

“It is all about reminiscent flavors you smelled when you were a kid when your mom and dad were cooking turkey in the house.”

Robert Stouffer was among those helping Fieri cook the birds. Stouffer towed a cooker big enough to roast 48 birds simultaneously from Yucaipa, Calif., nearly 550 miles from Chico.

Stouffer is a retired CalFire firefighter who went on to become the Southern California State Lead for Operation BBQ, a relief organization that provides hot meals in disaster areas.

“One year you are putting out fires and saving people, and this year starting fires and saving people,” Stouffer said. “Most people haven’t eaten in days in a disaster and you are giving them a hot meal, that counts.”

Back inside the auditorium, displaced residents loaded up plates and sat down at long banquet tables covered with white tablecloths.

Paul Love and his wife, Colleen, lost a home they spent decades improving. Since the fire they’ve bounced from a shelter, then to a hotel in Sacramento and then, when the rain tamped down smoke from the fire, they returned to Chico.

Love said he’s spent the days from the fire thinking about the phrase “Paradise strong,” instead of “Paradise lost.”

It was something he wanted to share with others who came in from the rain for a meal.

“We knew about this meal, we wanted to sit with and commiserate with our new friends and loved ones,” he said.

Nearby, Jane Balsiger laughed and joked with her daughter, Justine Balsiger, a student at Butte College in Oroville, Calif., and Justine’s boyfriend, Lenny Blumenthal.

Jane Balsiger lost a home she owned in Paradise and Justine and Lenny lost their apartment.

The trio cracked jokes about how they lost their homes but, somehow, the plastic flamingos that decorated their yards survived.

Although they kept the mood light, Justine Balsiger acknowledged that relief and joy aren’t the only emotions that come with survival.

“It comes in waves,” Justine Balsiger said about the emotional fallout of the disaster. “We are in good moods when we are talking to people we don’t know. When you are behind closed doors, it is a different story.”

Balsiger wasn’t the only person on an emotional journey.

Just before service Sullivan recounted how she and Madison barely escaped Paradise with their lives.

She said they spent eight hours trapped in traffic and surrounded by flames. At one point they left the vehicle and soaked blankets in water while making plans to try and shelter in place with strangers.

“There was fire, there were propane tanks exploding,” Sullivan said. “I called my mother to tell her goodbye.”

From the safety and warmth of the auditorium, however, she preferred to count her blessings and think about the importance of a holiday meal to people who are displaced from home and tradition.

“It is sad, but it is good at the same time,” Sullivan said. “They have a place to socialize and be human, and human interaction is the most important thing.”

Questions swirl over Saudi crown prince’s G20 meet in Argentina

Saudi Crown Prince Mohammed bin Salman could be in danger of arrest for war crimes or murder charges when he visits Argentina for the G20 next week, an analyst said.

On Friday, Prince Mohammed continued his international trip – dubbed “a tour of brotherly countries” – in the United Arab Emirates as condemnation continues over the murder of journalist Jamal Khashoggi.

“I think it’s trying to rehabilitate his despotic image after almost two months of negative press coverage over his role in the murder of Jamal Khashoggi,” said Nader Hashemi, director of the Center for Middle East Studies at the University of Denver, about the visit.

Hashemi said all eyes will be on Prince Mohammed – also known as MBS – as world leaders gather for the G20 summit from November 30 to December 1 in Argentina.

He said MBS’ suspected ordering of Khashoggi’s killing as well as the disastrous war in Yemen that he’s spearheaded will have heads of state pondering whether to shake “his blood-soaked hand”.

Hashemi noted the Argentina trip puts Prince Mohammed in possible legal jeopardy under the policy of universal jurisdiction under international law.

“If there is a case brought against the Saudi crown prince for war crimes or murder by another court that is considered to be credible then an indictment can be issued against him when he arrives in Buenos Aires. So I suspect this is something his lawyers and advisors are looking into,” Hashemi told Al Jazeera.

‘Brotherly tour’

Abu Dhabi’s Crown Prince Mohammed bin Zayed welcomed MBS on Thursday on his first stop in the UAE, a close ally that is part of a Saudi-led coalition battling Houthi rebels in Yemen, according to the Emirati state news agency WAM.

The two leaders discussed “regional and international” developments and the “challenges and threats facing the Middle East region”, WAM said, without elaborating.

King Salman asked his chosen heir to conduct the tour “based on his keenness to deepen the kingdom’s ties regionally and internationally”, the Saudi Press Agency reported.

“We’re proud of our deep-rooted ties… The UAE will always be a loving and supportive home for our brothers in Saudi Arabia,” Sheikh Zayed said in a Twitter post.

The Saudi prince is set to travel to the Tunisian capital on Tuesday before heading to Argentina.

Erdogan-MBS meeting?

International pressure has continued to mount on Riyadh over the grisly murder of Washington Post columnist Khashoggi in the Saudi consulate in Istanbul on October 2.

The Saudi writer was killed and dismembered in what Saudi Arabia said was a “rogue” operation. But a CIA analysis leaked to the US media pointed the finger at Prince Mohammed.

US President Donald Trump has been criticised after challenging the CIA’s report and saying Washington would not slacken its support for the kingdom.

Trump was asked by a reporter on Thursday who should be held accountable for Khashoggi’s murder. 

“Maybe the world should be held accountable, because the world is a vicious place,” the president replied.

Turkey’s President Recep Tayyip Erdogan could meet Prince Mohammed on the sidelines of the G20 summit, according to a Turkish presidential spokesman.

Such a meeting would be the first face-to-face encounter between the two since Khashoggi’s killing.

Erdogan has said the order to murder Khashoggi came from “the highest levels” of the Saudi government but has stopped short of directly blaming Prince Mohammed.
